As Jim mentioned, they are still under development.

In the meantime, why don't you try a little cheat with using moving backdrops?

Create a transparent .png file and adjust the speed of your backdrop.

The devs are working on moving objects (which will include vehicles) and they are also working on moveable cameras - most car chases involve at least 1 camera that's "bolted on" to a vehicle so you will be able to animate a camera to follow a vehicle or make it look like it's attached to the bonnet/hood.

I want to do a homage to the Police Squad!/Naked Gun intro.....
